Internal Security and NCTC .

On Last Monday 16 April 2012, Dr Manmohan Singh called a meeting for all state’s CM to discuss Internal Security, terrorism and other important issue. Dr Manmohan Singh asked for mutual co-operation between Center and State government for controlling internal terrorism and implementation of NCTC. More than 5 CMs ridiculed this center’s decision. Mamata Banerjee, again grabbed the attention against NCTC and center’s decision. We common people do not get it. We do not know how politicians are playing with important issue of the Nation. We should know why more than half-dozen CMs are opposing a big decision.

What is NCTC?

Its USA, its 9/11, behind this concept. NCTC stands for National CounterTerrorism Center.
George W Bush first created Terrorist Threat Integration Center (TTIC). TTIC is precursor of NCTC.
USA took big efforts in forming such a security commission. 9/11 commission is one of them. Today’s NCTC is combination all prior terrorism related commissions.

Here is the technical definition

“The National Counter-terrorism Center (NCTC) was established in 2004 by Presidential Executive Order. Basically, a top anti-terror body under Intelligence bureau. The formation of this counter-terror body defy the old format of national government agencies, to make it more effective and a distinguished organisation, following the key recommendations of 9/11 commission“

In SHORT NCTC advises the United States on terrorism.

Why CMs are opposing

The very first big reason is current image of the center and controversies.

Another reason is special rights of NCTC. NCTC can raid anywhere with prior notice. NCTC will have access to any information. NCTC can ask any agency to disclose any confidential information to them. NCTC will decide the priority and seriousness of any issue.

Center will get hold on every system of the state. This seems to be common problem for all CMs.

Many CMs consider that NCTC would encroach into the very federal arrangements of state. NCTC basically modelled for USA. Federal model in the U.S. and in India are not identical.

Chief Minister D.V. Sadananda Gowda Karnataka says Center should support Karnataka through CRPF to train and assist in formation of anti-naxalite unit staff of Karnataka Police. Center yet to supply 12 boats for newly constituted coastal police in the State.

Gujarat Chief Minister Narendra Modi on Friday joined the chorus opposing the Centre’s order on National Counter Terrorism Centre (NCTC), saying it was an attempt to snatch the powers of the states and asked the Prime Minister to immediately withdraw i

Other CMs says NCTC should not be established without taking consent of the states.

Government took the role like “I know what is good for you” and CMs put off this attitude.
Instead of unilaterally taking decision , HOME ministry needs to study each state’s requirement and way how NCTC can FIT there.

Finally we will see what will happen to this sensitive issue on May 5th 2012. Palaniappan Chidambaram says NCTC issue will be resolved on that day.
